This project is a pilot project being carried out for the first time in Germany and is limited to the federal state of Bavaria. The project is based on the National Action Plan for the Prevention and Combating of Human Trafficking and the Protection of Victims and the EU Directive on Preventing and Combating Trafficking in Human Beings and Protecting its Victims.

The EU Directive provides the legal framework that Germany, as an EU Member State, implements with the National Action Plan on Human Trafficking (NAP MH). The NAP MH is based on the new requirements of the Directive and supplements them with national specificities, existing programmes and further measures.

Among other things, the EU Directive stipulates that all member states must establish national referral mechanisms and contact points for cross-border referral of victims. The federal state of Bavaria implements this in the form of the Bavarian Anti-Trafficking Helpline.
